In fact, I think it helps children learn the value of money. I can think of several examples where that would be appropriate. In the instance you mentioned, the parents approved of the little girl's desire to have a particular expensive doll and worked with her to earn it. In the example in the original post, the parents did NOT want their son to have the iTouch, for whatever reason. Big difference!
